Is it obligatory to perform Istinja' (cleansing oneself after urinating/defecating) for every prayer when there is semi-permanent urinary incontinence ( سلس بول شبه دائم ), difficulty performing Istinja' at work, and the ability to perform only three prayers (Asr, Maghrib, and Isha) due to urinary incontinence and cold weather?

A person afflicted with urinary incontinence must perform ablution (wudu) and wash the private parts (istinja (definition)) for every obligatory prayer, using a diaper or a bandage. The subsequent leakage of urine does not harm him, as he is excused. He must wash the affected area, secure it, and take precautions as much as possible.
