Is the gift received by the employee lawful or unlawful, knowing that he completes the transactions of those devoted to him after official working hours of his own free will and without prior condition, and that his superiors are aware of this, and that citizens do not experience delays in the completion of their transactions?

What an employee does outside working hours is considered a donation (voluntary work), and it is permissible for him to take a fee for it from his employer or from clients, provided that the employer approves his use of official tools. If his employer grants permission, then there is no harm in him accepting gifts and commissions. However, if permission is not granted, then he is not allowed to do so. Similarly, it is not permissible for him to take a fee or a gift for his official work without permission, as this is a form of embezzlement (ghulul) mentioned in the Hadith (definition): "Gifts to workers are embezzlement." The Prophet, peace and blessings be upon him, disapproved of anyone who accepts a gift because of his work.
