What is the ruling on building mosques over graves, what is the proof of its prohibition, how is the presence of the Prophet’s grave (peace be upon him) and those of Abu Bakr and Umar in the Prophet’s Mosque explained, and does His saying, the Almighty, "We will surely take a place of worship over them," indicate permissibility?

Building mosques over graves is Islamically forbidden, due to the prohibitions mentioned in authentic Ahadith. As for the verse in Surah (definition) Al-Kahf: {We will surely take a place of worship over them}, it is not evidence for permissibility, because it is merely a narration of the statement of the dominant ones, and whether they are praiseworthy or not is debatable. Indeed, the Prophet, peace and blessings be upon him, cursed the Jews and Christians for taking the graves of their prophets and righteous people as places of worship. And Umar ibn Al-Khattab, may Allah be pleased with him, ordered the concealment of Daniel's grave when he found it.
