Is it permissible to pay a vow designated for a specific mosque to another mosque if there is no charity box available in the first mosque?

Fulfilling a vow (nadhr (definition)) is obligatory if it is an act of obedience to Allah. The vow must be fulfilled in the manner intended by the one who made the vow at the time of making it. Therefore, if the vow was specifically designated to be spent on the affairs of a particular mosque, it must be fulfilled for that mosque. The absence of a fund for the mosque does not justify transferring the vow to another mosque. The vow can be given to the authority responsible for the mosque if they are trustworthy. However, if they are not trustworthy and you cannot directly undertake the repair of the mosque yourself, then it is permissible to spend it on another mosque.
