Is it permissible to donate a vowed amount to another mosque if the first mosque would not benefit from it in the form of Islamic tapes?

A vow must be fulfilled in the manner in which it was made. It is not permissible to change it unless it becomes impossible to benefit from it, in which case it may be directed to another similar cause. For example, surplus mosque mats or oil may be transferred to another mosque or given as charity to the poor. Alternatively, another mosque may be assisted with surplus wood, reeds, or debris from the mosque.
