What is the ruling regarding an Imam who rushes in Tarawih prayer and does not recite or intone the Quran well, making it difficult for the worshipper to understand what he is reciting? And is it obligatory for the Imam to complete the recitation of the entire Quran during the month of Ramadan?

Reciting the Qur’an with tartīl (measured, melodious recitation) and tajwīd (proper articulation and rules of recitation) is obligatory for those who are able, both inside and outside of prayer, based on the Almighty’s saying: "And recite the Qur’an with measured recitation." The prayer of one who does not master tajwīd is valid, though disliked, unless it alters the meaning in Al-Fatihah, in which case the prayer becomes void for him and for those praying behind him. Completing the Qur’an in Ramadan (definition) is not obligatory but rather recommended. It has been narrated from Al-Hasan (definition) Al-Basri that it is recommended to complete one or two full recitations in Ramadan, depending on one’s reading speed.
