The answer

One who suffers from urinary incontinence ( سلس البول) should perform ablution ( يتوضأ) for each prayer after its time has begun and pray with this ablution as many obligatory ( الفروض) and supererogatory ( النوافل) prayers as he wishes until that time exits. The criterion for incontinence is that the afflicted person does not find enough time to pray with a sound state of purity. As for one from whom drops of urine exit, but not to the extent of incontinence, he should wait until they stop, then perform ablution and pray with a sound state of purity, even if he misses the congregational prayer ( صلاة الجماعة).
