Is it permissible to pray Fajr in congregation after its time has expired for someone who missed it due to sleep or forgetfulness, and is it better to pray it individually or in congregation in this case?

"Whoever misses a prayer due to a legitimate excuse, such as sleep or forgetfulness, is not sinful and is excused. It becomes obligatory for him to pray it upon waking up or remembering it, due to the Prophet's (peace be upon him) saying: 'Whoever forgets a prayer, let him pray it when he remembers it.' It is preferable for him to pray it in congregation if he is able to, because congregational prayer is better than individual prayer, both in performance and in making up for missed prayers."
