As for the general call for birth control, it is forbidden by Islamic law, and forcing it upon people is even more prohibited. There is no harm in working to reduce the harm of birth control programs, and it is permissible to lie to avert a greater evil or to achieve a greater benefit, with a preference for ambiguity if possible.
