Is it permissible to use money granted by the employer for trade to spend on children and complete their education before performing the Hajj pilgrimage?

Hajj is immediately obligatory for the one who can afford it. Affordability is realized by possessing enough to perform Hajj after covering the essential needs of the family. If the financial grant exceeds your basic needs and those of your dependents, you must perform Hajj immediately. However, if you need this money to establish a business that will help you educate your children in what they must learn, and your income is insufficient for that, then you are not considered able to perform Hajj. You are not obligated to enable your wife to perform Hajj unless she can afford it with her own money.
