Is it permissible for residents of Makkah, dwelling within the boundaries of the Haram, to enter into a state of Ihram for Hajj from a hotel near the Haram? And will the Hajj of someone who did not obtain a permit for Hajj and works in Makkah be accepted if he arranged with a pilgrim coming from Egypt to perform Hajj with him as part of his campaign in exchange for a sum of money, and is his benefiting from the campaign's services considered unlawful?

It is permissible to enter into the state of ihram (definition) for Umrah (definition) or Hajj from a hotel near the Haram (definition), and it is not obligatory to enter into ihram from one's home, based on the Prophet's (peace be upon him) statement regarding the Miqats: "Even the people of Makkah should enter into ihram from it [Makkah]." As for performing Hajj with a campaign, it is necessary to seek permission from its administration, and simply paying money to your friend who will perform Hajj with them is not sufficient.
