What is the ruling on someone who travels from Riyadh to Makkah with the intention of spending Ramadan at his home there, without a prior intention of performing Umrah, and is it obligatory for him to enter into a state of ihram from the miqat?

Scholars have differed on the permissibility of entering Makkah without ihram (definition) for someone not intending to perform a ritual (nusuk). The majority opinion is that it is not permissible, and this is the more cautious approach. However, the fatwa (definition) issued (the ruling acted upon) is that it is permissible. It is preferable to enter in a state of ihram to avoid disagreement, even if ihram is not obligatory for you if you have already performed the obligatory 'Umrah (definition), as 'Umrah is not obligatory more than once in a lifetime. However, if you intend to perform 'Umrah at a later time, then ihram from the miqat (definition) becomes obligatory for you, even if you are residents of Makkah.
