The answer

If a person and his wife intended to enter into and put on their ihram garments at Cairo airport, their ihram has commenced, and they are prohibited from committing its proscriptions until they complete the ' and exit ihram. They are obligated to offer a (expiation) if they commit a proscription knowingly and intentionally. However, if it was due to ignorance or forgetfulness, then according to some scholars, they are not required to offer a fidyah, and this is the well-known opinion in the of Imam Ahmad.

However, if it was merely putting on ihram garments without intending to enter into the ritual, then ihram has not commenced, and there is no harm in taking off the clothes and committing the proscriptions.

And if the original destination was Madinah before Makkah, there is no harm in delaying the ihram until the of Madinah.
