Is one who performs Umrah during the sacred months and then Hajj in the same year considered to be "mutamatti‘" (one performing Tamattu‘ Hajj), and is it permissible to repeat Umrah and exit the state of ihram between them before Hajj?

Whoever performs 'Umrah during the months of Hajj, coming from outside Makkah (Afaq), then stays in Makkah after completing their 'Umrah until they assume ihram for Hajj, is considered a Mutamatti' (one performing Tamattu' Hajj) by scholarly consensus. Such a person is required to offer a sacrifice (hady). If unable to do so, they must fast three days during Hajj and seven days upon returning to their family. If you perform a second 'Umrah and remain in Makkah, not leaving it until you assume ihram for Hajj, you are considered a Mutamatti' and must offer a sacrifice. If unable to do so, you must fast ten days. However, if you assume ihram for Hajj only and do not perform a second 'Umrah, this is permissible, and you are not required to offer a sacrifice if you leave Makkah after completing your first 'Umrah and travel to a city within the Kingdom where you reside, provided it is at a distance that permits shortening prayers (qasr). The most preponderant view is that Tamattu' is the best type of Hajj ritual.
