Is one obliged to fulfill a vow to slaughter a camel and donate it in charity after seven years, upon the husband's salary increasing, and what should one do if unable to fulfill it?

If the husband's salary increased and the amount sworn upon was not given in charity, then the oath has been broken (hunithat), and expiation (kaffara) is obligatory. This expiation involves feeding ten poor people, or clothing them, or freeing a slave, or, if none of these are possible, fasting for three days. The breaking of the oath occurs upon the expiry of the specified term for the oath, if one was set. If no time was specified, then the one who swore the oath must fulfill it whenever it becomes possible, or offer expiation for it. However, if the husband's salary did not increase, then nothing is required. If the wording was a vow (nadhr), then it must be fulfilled when the condition upon which it was made is met. If one is unable to fulfill it due to an incapacity that is not expected to cease, then an expiation of an oath is due.
