If donors to mosques intend their funds to be spent solely on mosque interests, then, according to some scholars like Ibn Hajar Al-Haytami, it is obligatory to restrict their use to that purpose. Others, like Mustafa Al-Ruhaibani Al-Hanbali, hold that it is permissible to change the condition of an endowment (waqf) for what is more beneficial, such as allocating an endowment originally designated for purposes other than jihad to the soldiers when needed. This latter opinion is more sound, as it aligns with the donor's aim of achieving the greatest reward.
