What is the ruling on combining and shortening prayers in Makkah Al-Mukarramah and Madinah Al-Munawwarah while residing in Jeddah?

It is not prescribed for a traveler to shorten and combine prayers between Makkah and Jeddah because the distance between them does not reach the distance that allows for shortening prayers. Nor is it prescribed for him to do so in Makkah. Shortening prayers is prescribed, and combining them is permissible, when traveling between Jeddah and Madinah. However, once he arrives in Madinah, if he intends to stay four days or more, or if he has a wife there, he must pray his prayers in full, and shortening and combining them is not prescribed for him. If he does not intend to stay, or if he intends to stay for a period that does not negate the ruling of travel (such as two or three days), and he does not have a wife there, then shortening and combining prayers is prescribed for him. The congregational prayer in the mosque takes precedence over the sunnah of shortening if he does not find a congregation of travelers.
