Does man's straying and deviation occur by the will of God or not?

The Almighty clarified in the noble verse (Whomsoever Allah guides, he is the guided; and whomsoever He sends astray, you will never find for him a protecting friend to lead him to the right way) that guidance and misguidance are solely in His hand, glorified be He. This meaning has been elucidated in many verses, including: (Whomsoever Allah guides, he is the guided; and whomsoever He sends astray, you will never find for them any protecting friends besides Him), and (Whomsoever Allah guides, he is the guided; and whomsoever He sends astray, those are the losers), and (Indeed, you do not guide whom you love, but Allah guides whom He wills), and (And for whomsoever Allah wills to put to trial, you will not own for him anything from Allah), and (If you are eager for their guidance, then indeed, Allah does not guide those whom He sends astray, and they will have no helpers), and (So whomsoever Allah wills to guide, He expands his breast to Islam; and whomsoever He wills to send astray, He makes his breast constricted, tight, as though he is ascending into the sky). From these verses, it is understood that the doctrine of the Qadariyyah, which claims that the servant is independent in his actions and that this is not by the will of Allah, is null and void.
