What is the ruling on a woman in ihram wearing the Afghan niqab, which completely covers the face, and where the eye area has a lighter, fixed piece of fabric that cannot be opened?

A woman in a state of ihram is prohibited from wearing the niqab or burqa, based on the Prophet's (peace be upon him) saying: "The woman in ihram should not wear the niqab, nor wear gloves." If she needs to cover her face due to the passing of men, she should lower her garment from above her head over her face, as Aisha (may Allah be pleased with her) did. The Afghan niqab is not permissible for a woman in ihram because it is similar to the burqa.
