Is a person entitled to envy and resent his married friends due to his inability to marry because he is impotent with no hope of recovery?

A Muslim is not permitted to envy or resent those to whom Allah has granted of His bounty, as stated in the Almighty's words: "Or do they envy people for what Allah has given them of His bounty?" (Quran 4:54). And in the Hadith: "Faith and envy do not combine in the heart of a servant." One must strive to cure the soul by being content with Allah's decree, praying for good for those who are envied, and treating them kindly.
