What is the Sharīʿah ruling on dealing with a mother who constantly asks for money without clarifying how it will be spent and behaves provocatively? And is feeling distressed by her actions considered disobedience to parents (ʿuqūq al-wālidayn)?

Kindness to one's mother is among the most obligatory duties and the best acts of devotion. However, you are not required to give her from your wealth what she does not need, or what would harm you to give. You must be kind to her to the best of your ability and gently apologize for what you are unable to provide. It is preferable that you give her what does not cause you harm to give, whether she takes it for herself or gives it to your siblings, as Malik indicated in a similar situation.
