What is the ruling of the Sharia on the permissibility of taking interest from usurious banks and spending it on public welfare for Muslims, taking into account Fatwa No. 41 which permits depositing in usurious banks out of necessity without stipulating interest?

If a Muslim is compelled to deposit his money in an interest-based bank to protect it from theft, he should place it in a non-interest-bearing current account if possible, so as not to endorse dealing with usury, for the end does not justify the means. If he is unable to do so, he may take the interest and spend it on the welfare of Muslims.
