Is intense fear of envy and the evil eye, to the point of life coming to a standstill, considered a form of shirk (associating partners with Allah), despite adherence to the supplications and verses designated for protection?

Allah Almighty has indeed made the evil eye and envy a cause for harm to occur, as the Prophet, peace and blessings be upon him, said: "The evil eye is real, and if anything were to overtake destiny, the evil eye would overtake it," and his saying: "Seek refuge in Allah, for the evil eye is real." The Prophet, peace and blessings be upon him, guided us to seek protection through seeking refuge (isti'adha) and lawful ruqyah. One should neither underestimate the evil eye and envy as a cause of harm, nor exaggerate in fearing them while protective measures are available. Relying solely on means or completely disregarding them are both blameworthy. Rather, one must observe the connection of things to their causes while relying on Allah, the Creator of causes. This type of fear is not considered shirk (associating partners with Allah), but its excess beyond the usual limit is blameworthy.
