What is the wisdom behind the existence of envy (hasad) and the evil eye ('ayn) and their causing harm, knowing that "everything happens by the permission of Allah Almighty," and His saying, "And the supplication of the disbelievers is only in error"? And is it conceivable that Allah would accept the supplication of oppressors or disbelievers to afflict others with the evil eye and envy?

Everything that occurs in the universe is by Allah's decree. The evil eye is real and has an effect by Allah's permission. It has been mentioned in the Quran and the Sunnah of the Prophet, and it differs from supplication in that it can afflict without intention from the one who casts the eye, merely out of admiration. The evil eye is among the trials in this worldly life, and it is a common cause for many people's ailments, after Allah's preordainment and decree.
