Is it permissible to give a maternal half-brother a sum from Zakat to cover his marriage expenses, such that the necessities are purchased instead of handing him the amount in cash?

Paying zakat to someone who wishes to marry is permissible, provided that he is poor and unable to earn enough to suffice him, and that there is no extravagance. The zakat money must be given into the possession of the eligible recipient. As for purchasing necessities for the one marrying from zakat money, the majority of scholars hold that this is not permissible. Therefore, the money must be given into the possession of the poor person so that he may purchase what he wishes with it. This view is the most cautious and the one acted upon.
