Is it permissible to give zakat to a needy brother to cover his marriage expenses?

It is permissible to give Zakat to a brother if he falls under one of the eight categories mentioned in the verse from Surat At-Tawbah, and it is permissible for him to spend it on marriage requirements as long as he is poor and in need. Giving it to him while he is about to get married is a commendable act. However, if he is not poor, it is not permissible to give it to him.
