Allah has forbidden usury and warned those who commit it. However, He has permitted some forbidden things in times of necessity, for "necessities permit the forbidden," as Allah Almighty says: "And He has elaborated for you what He has forbidden to you, excepting that to which you are compelled." So, if a person cannot find a dwelling and is unable to build or rent, it is permissible for him to borrow with interest to build a dwelling according to his needs, and he should not exceed that, for necessity is determined by its extent. He should resort to an interest-bearing loan only if he cannot find a benevolent loan.
