If an accident occurs due to negligence in observing safety measures or violating traffic laws, the one who caused it must offer expiation: freeing a believing slave. If he cannot find one, then fasting for two consecutive months. If he is unable to do that, then feeding sixty poor people. If he is unable to free, fast, or feed, then Allah does not burden a soul beyond its capacity. The blood money for the deceased is incumbent upon the 'Aqilah (male relatives on the father's side), and the killer does not inherit from it. However, if there was no negligence, then there is no expiation, no blood money, and no sin.
