The answer

The guardian orders the discerning child who has not reached puberty to wear the ihram garments and to perform all the rituals of Hajj himself. His guardian casts the pebbles on his behalf if he is unable to do so himself, and orders him to avoid the prohibitions of ihram. However, if the child is not discerning, his guardian makes the intention of ihram on his behalf, performs the circumambulation (tawaf) and the ritual running (sa'i) with him, brings him along for the remaining rituals, and casts the pebbles on his behalf.
