Is it permissible for a girl to travel without a mahram to complete her marriage and to work, knowing that the young man does not possess the means for travel and marriage, and that job opportunities are better in the country she will travel to?

The texts of Islamic law prohibit a woman from traveling without a mahram. Anyone who is aware of people's circumstances realizes the danger of this and the wisdom of the Shariah in prohibiting it. Thus, it is not permissible for a woman to travel without the company of a mahram unless there is a necessity or a severe need that permits it. She must be patient until a mahram is available to accompany her. If that becomes possible for her, there is no harm in her staying in a safe place without a mahram, for the mahram is required for travel, not for residence in a safe country. Neither work nor marriage is considered a sufficient excuse for her to travel without a mahram.
