What is the reason for and the ruling on the problem of urinary incontinence and the excessive drops that follow urination, which affect ablution and prayer?

If the dripping of urine stops for a period sufficient for ablution and prayer, then this is not urinary incontinence ( سلس), and it nullifies ablution and invalidates prayer. However, if it is continuous, such that it does not stop for a period sufficient for ablution and prayer, then it is urinary incontinence.
