What is the ruling on a fornicating woman marrying a man who is not a fornicator, given her fear of engaging in intercourse due to her belief that this marriage is invalid based on Allah's saying: "The fornicator does not marry except a [female] fornicator or a polytheist, and none marries the fornicator except a [male] fornicator or a polytheist," and based on a Hadith that prohibits a repentant fornicator from marrying a virgin woman?

It is not permissible for a chaste man to marry an unchaste woman (fornicator), nor for a chaste woman to marry an unchaste man (fornicator), except after repentance. Marriage to a fornicator, male or female, after their repentance is valid. Marriage to a chaste woman is valid, as is marriage to a woman who committed fornication and then repented. The same applies to the unchaste man. The saying "The scourged fornicator marries none but his like" means that a chaste woman should not marry someone known to have committed fornication, and vice versa. This also applies to the verse "The fornicator marries none but a fornicatress." If a woman repents from fornication before the marriage contract, the contract is valid, and she should conceal her past. However, if the contract was made before her repentance, it is more prudent to renew it. If renewing it would lead to greater harms, then there is no objection to continuing the marriage.
