The answer

If the money does not complete a full year (hawl) while it is at the niṣāb (minimum threshold), then zakat is not obligatory on it. Zakat becomes obligatory under two conditions: the money reaching the niṣāb, which is equivalent to 85 grams of gold, and the completion of a full year upon it. Therefore, whoever possesses money that reaches the niṣāb, either by itself or by combining with gold or trade goods, and a full year passes upon it, zakat becomes obligatory on it. However, if the niṣāb decreases during the year, or the year is not completed due to spending the money, or the individual's share alone or combined with other assets does not reach the niṣāb, then zakat is not obligatory.
