Are the verses of fasting Meccan and Medinan, and can a single Surah contain both Meccan and Medinan verses?

The verses related to fasting in Surat Al-Baqarah, which are: (O YOU WHO HAVE BELIEVED, PRESCRIBED FOR YOU IS FASTING AS IT WAS PRESCRIBED FOR THOSE BEFORE YOU THAT YOU MAY ATTAIN TAQWA) and what follows until (THESE ARE THE LIMITS [SET BY] ALLAH, SO DO NOT APPROACH THEM. THUS DOES ALLAH MAKE CLEAR HIS VERSES TO THE PEOPLE THAT THEY MAY ATTAIN TAQWA), are Madani verses. These verses were revealed in the Prophet's city, where fasting was initially difficult for the Companions. So, Allah eased it for them by permitting eating, drinking, and sexual intercourse at night after it had been forbidden once one slept. Furthermore, Surat Al-Baqarah contains both Makki and Madani verses.
