What is the ruling on treating certain illnesses other than sorcery and the evil eye with legitimate ruqyah, such as treating stupidity, sexual desire, or anger with it?

The Quran is a healing and a mercy for believers from the ailments of bodies and hearts; it is the best medicine. Whoever seeks healing through it will attain its blessings, and Allah will cure him. The Quran is a complete healing for all ailments of the heart and body, and for the ailments of this world and the hereafter. Whoever is not healed by the Quran, may Allah not heal him.
