The answer

What the husband uttered is a promise of divorce, and divorce does not occur merely by a promise. It is advisable to present the matter to a Sharia court or to trusted scholars. It is not permissible for a woman to seek divorce without a legitimate reason, for the Prophet, peace and blessings be upon him, said: "Any woman who asks her husband for divorce without any [valid] cause, the scent of Paradise will be forbidden to her."
