Is it permissible for a menstruating woman to carry the Qur'an? And is it permissible for her to read it?

A menstruating woman is not permitted to carry the Mushaf (definition) (copy of the Qur’an) if it entails touching it, based on the statement of Ibn Qudamah: "Menstruation prohibits ten things," among which he listed: "touching the Mushaf." This is also based on the Prophet's (peace be upon him) saying to Amr ibn Hazm: "None shall touch the Qur'an except one who is pure." Scholars have differed regarding carrying it with a strap (ilaqah). The Hanbalis permitted it, arguing that the prohibition applies to touching, not carrying. Malik and Al-Shafi'i, however, prohibited it unless it is carried within one's belongings. Al-Nawawi said: "It is forbidden for one in a state of ritual impurity to touch or carry the Mushaf, whether carrying it by its strap, in one's sleeve, or on one's head."
