Everything that happens to a human being is predetermined and written in the Preserved Tablet (Al-Lawh Al-Mahfuz), but this does not negate free will. The servant is commanded to take permissible means and strive in them, then to rely upon Allah. Among these is a girl's refusal of suitors; she bears no sin for this, unless she fears falling into haram (unlawful acts). As for supplication (du'a), it is part of Allah's decree, and it is a means to repel calamities and attract mercy. There is no specific supplication for facilitating a righteous marriage, but supplication in general is beneficial for achieving every permissible desired outcome.
