Is it permissible for a family that includes an orphan to spend on him from their Zakat money to buy clothes and food?

It is permissible to give zakat to an orphan who has no money and no one to provide for him, because he falls under the category of the poor, and because his expenses are not obligatory upon the zakat payer.

The Prophet, peace and blessings be upon him, was asked about spending on a husband and orphans from charity, and he replied: "Yes, she will have two rewards: the reward of kinship and the reward of charity."

Ibn Qudamah stated that it is permissible to give zakat to a non-relative orphan within the zakat payer's family, because they are among those entitled to it, and there is no text preventing that.

Ibn Uthaymeen explained that if the father is obligated to spend on the orphans and is fulfilling that obligation, then it is not permissible to give them from zakat. However, if this is not a condition and they have no money, then it is permissible to give them from zakat.
