Is it permissible to publish technical applications and explanations on a general blog, knowing that they might be used in obedience or disobedience to Allah?

If what is published is used for both lawful and unlawful purposes, and the publisher's intention is for it to be used lawfully, then there is no sin upon him. Publishing it becomes unlawful only if it is exclusively used for unlawful purposes.
