It is permissible to borrow money for marriage if the borrower is capable of repayment, and it is hoped that Allah will assist him, for the Prophet, peace and blessings be upon him, said: "There are three whom Allah is duty-bound to help: the fighter in the cause of Allah, the mukātab (slave who has a contract of manumission) who desires to pay his freedom, and the one who marries desiring chastity." However, if he is unable to repay, then borrowing is disliked for him due to the great responsibility of debt. Allah the Almighty has commanded those who cannot find a means to marry to practice self-restraint, and the Prophet, peace and blessings be upon him, commanded those who could not afford the costs of marriage to fast.
