What is the ruling on one who feeds wild pigeons and harms his neighbor with their droppings and leftover food? Is the affected neighbor obligated to tolerate that? And does he sin if he asks him to stop feeding the pigeons? What is the ruling on complaining to the competent authorities in this case? And what is the ruling on exaggerating in speech to convince the neighbor of the harm of his action?

Harming a neighbor is among the major sins, for the Prophet, peace and blessings be upon him, said: "Whoever believes in Allah and the Last Day should not harm his neighbor," and he also said: "By Allah, he does not believe. By Allah, he does not believe." It was asked, "Who, O Messenger of Allah?" He said: "The one whose neighbor is not safe from his mischief."

The neighbor must refrain from feeding pigeons if that harms his neighbors, and there is no sin upon the one who advises him, for feeding pigeons is not obligatory, whereas harming a neighbor is forbidden and among the major sins.

It is not permissible for your neighbor to benefit from feeding birds while harming Muslims and his neighbors.

The questioner should be patient with his neighbor's harm and advise him with what is best. If he does not respond after patience, it is permissible for him to complain to the responsible authorities, as in the hadith of the man who complained about his neighbor to the Prophet, peace and blessings be upon him.

The questioner must be truthful in his speech so that he may be recorded as a truthful one with Allah.
