Raising the hands in supplication is established by authentic hadiths and does not contradict the agreed-upon hadith of Anas, except in the case of seeking rain (Istisqa'). As for wiping the face with them after supplication, hadiths have been narrated from Umar and Ibn Abbas (may Allah be pleased with them both) that indicate it. Al-Hafiz Ibn Hajar deemed these hadiths good (hasan), while others consider them weak.
