How does Allah Almighty permit humans to subjugate jinn and devils to harm people? And what is the wisdom behind jinn not leaving a person's body despite the recitation of the Quran and Surat Al-Baqarah and persistence in prayer?

The domination by sorcerers and jinn is a type of tribulation, and Allah has legislated seeking protection and treatment from it through Ruqyah (exorcism), seeking refuge [with Allah], and supplication. Everything that occurs in the universe is by Allah's decree, so magic affects by His permission. Allah's decreeing of something does not mean His approval of it. Whoever turns away from the remembrance of Allah, He appoints for him a devil who leads him astray. The effectiveness of Ruqyah depends on the strength of the servant's faith and certainty, and the presence of his heart. Just as a supplication is like a weapon whose effectiveness depends on the strength of the wielder and the receptiveness of the target, so too is Ruqyah.
