Should a woman pray, and is it permissible for her husband to have intercourse with her, when the bleeding has stopped, and black or red-tinged blood is discharged after taking menstrual cycle regulating pills, knowing that her period usually lasts for nine or ten days and this is the eleventh day?

The maximum duration of menstruation according to the majority of scholars is fifteen days, and all blood a woman sees during this period is considered menses.

If a woman sees blood, she must wait and abstain from fasting, praying, and all other actions that a menstruating woman abstains from until the duration of the blood exceeds fifteen days. If the bleeding stops before that, all of it is considered menses.

However, if the blood continues beyond fifteen days, then she is considered a woman with Istihada (non-menstrual vaginal bleeding). She must perform ghusl (ritual bath), make up the prayers for the days exceeding her usual habit, and perform ablution for each prayer after its time has begun. With this ablution, she can pray the obligatory prayer and as many supererogatory prayers as she wishes, after taking precautions by fastening a cloth or similar item over the area.
