Is it permissible to delay the Ihram for Umrah until Jeddah for someone coming from Ha’il by plane to attend a wedding, then perform the Umrah before returning?

The ruling differs between intending 'Umrah and not intending it. For someone who intends 'Umrah, it is not permissible to pass the Miqat without ihram. However, if one is hesitant, it is permissible to pass the Miqat without ihram, and they can assume ihram from Jeddah if they decide to perform 'Umrah. Whoever intends 'Umrah must assume ihram from the Miqat, and it is not permissible for them to delay their ihram. If one arrives in Jeddah for a need and then decides to perform 'Umrah, they must go to the Miqat and assume ihram from there.
