Is it permissible for women to perform ghusl to cleanse from ritual impurity without washing their hair, due to hair damage from water and shampoo?

A menstruating woman and a person in a state of major ritual impurity (junub) must wash their hair and run their fingers through it so that water reaches all of it, based on the hadith of Asma bint Yazid concerning the purification bath after menstruation.

However, if washing the hair causes an existing or anticipated illness, then it is permissible to wipe over the hair, such as if it would cause definite harm leading to baldness or something similar. Anything less than that does not permit abstaining from washing the hair when in a state of major ritual impurity or menstruation.
