What is the ruling on the imamate of a mosque imam who is preoccupied with ruqyah to the extent of missing congregational prayers, which has caused discord among the villagers, and is it permissible for someone to step forward to lead the people in prayer in this situation?

If the Imam is a salaried employee and receives an income for leading the prayers, he should first be advised gently and kindly regarding the seriousness of neglecting his duty and that he is a role model for the people. If he does not respond, his matter should be referred to the authorities so they can compel him to fulfill his duty or appoint someone else. Until that is achieved, if the Imam is absent and does not appoint a substitute, then the one who is best in reciting the Book of Allah should lead, followed by the one who is most knowledgeable of the Sunnah, then the eldest in age. If there is fear of discord arising from the appointment of a specific person, then that person should step back to avoid disagreement and prevent discord. Congregational prayer in the mosque should not be suspended.
