Is one who severs ties with his paternal uncle—who harms him and his family with words, deeds, and sorcery—sinful, even though his father has not severed ties with him?

The Sharia commanded maintaining ties of kinship even with those who sever them, and showing kindness to them. On the authority of Abu Hurayrah, the Prophet (peace and blessings be upon him) said regarding maintaining ties with relatives who sever them and cause harm: "If you are as you say, then it is as if you are feeding them hot ashes, and you will continue to have a supporter from Allah against them as long as you remain in that state." If the uncle is a wrongdoer, it is not permissible to sever ties with him unless it is to deter him from sins, or if maintaining ties would cause harm. It should be known that there is no specific measure for maintaining ties; it can be achieved through visits, calls, correspondence, and greetings.
