Is it permissible to collect zakat funds and keep them for several years in order to build an endowment for housing the poor and needy?

This act is not permissible. Zakat may not be delayed and must be paid immediately unless there is a valid excuse. Furthermore, the deserving recipient must take possession of it, so it is not permissible to make zakat funds an endowment (waqf).
